Construction information
Construction Overview
Construction is commencing on the project in early June, with a planned substantial completion date in October 2025. Minor follow up work can be expected in the spring of 2026.
Throughout the construction process, E 5th Street will generally be closed to ensure safety of the public and the Contractor, as well as allowing the Contractor to complete their work efficiently. Some intersections will remain open most of the time, including 24th and 31st.
Please note that the street lights are being temporarily removed during the construction process. These lights will be replaced at their original locations near the end of the project.
Weekly Construction Updates
June 3, 2025 – Work completed over the past week included mobilization and the establishment of traffic control. Upcoming work items include concrete and bituminous roadway removals.
June 10, 2025 – Over the past week, crews installed tree protections, began concrete and bituminous removals, relocated seaside crowfoot, and installed erosion control BMPs. Subcutting is currently underway. Planned work for the remainder of the week includes continuing removals, removing railroad ties, exposing potential lead service lines, and beginning storm sewer installation.
June 17, 2025 – Over the past week, crews continued bituminous and concrete removals up to 26th Avenue and removed and disposed of railroad ties. The contractor is currently installing storm sewer at the Nelson Creek crossing. Storm sewer work will continue throughout the week, along with the setup of temporary water service and the installation of an isolation gate valve, which will result in temporary water service disruptions for some residents.
June 24, 2025 – Over the past week, crews completed utility potholing, set up temporary water service for homes between 29th and 31st Avenue, continued storm sewer installation, and continued removals of existing railroad ties. Looking ahead, storm sewer work will continue, water main installation will begin, and the intersection of 5th Street and 31st Avenue is scheduled to be closed from July 7 to July 11.
July 1, 2025 – Over the past week, crews made continued progress on storm sewer and drain tile installation between 29th and 31st Avenues. Work also advanced on the subcut and associated railroad tie removals. Moving forward, storm sewer installation will continue, and crews will begin work on the water main. Please note that the intersection of 5th Street and 31st Avenue is scheduled to be closed from July 14 to July 18 to accommodate this work.
July 10, 2025 – Over the past week, construction activities included storm sewer and drain tile installation, along with ongoing site maintenance and erosion control monitoring. Looking ahead, crews will continue with removals and additional storm sewer installation. Additionally, the closure of the 5th Street and 31st Avenue intersection has been postponed. A new closure date will be announced once it is confirmed.
July 24, 2025 – Over the past week, construction activities included installation of water main, storm sewer, and drain tile. The contractor also continued site maintenance. Looking ahead, work will include continued water main installation, miscellaneous removals, and common excavation.
August 4th, 2025: Over the past week, construction activities included concluding water installation from 31st to 29th, pending final testing and connections. Water work will continue west of 29th starting next week. Roadway construction also is in process in building the roadway from 29th to 31st up to gravel grade shortly.

Weekly construction meetings will occur with the City, the Engineer, and the Contractor. Updates may be provided as needed as the project progresses.
